Background

In the midst of the Chameleon's "Identity Crisis" (the one where he changes Peter's face, not the later story of the same name where Peter tries all the different costumes) the streets of New York were briefly home to... The NEW Kangaroo!

Wearing the costume of the original, and with a remarkably similar appearance, he also possesed the same exaggerated Aussie accent (later revealed as fake). He was defeated on page two by Spider-Man, felled with a single punch.

In his second appearance, we see the Kangaroo Battle-Armour, featuring marsupial armour plating, and a chest-mounted cannon. Unfortunately, his equipment was not up to scratch, and he is defeated on page three, and strung up on a lamp-post by Spidey... where he is rescued by... The Grizzly.

We also learn that he studied the original Kangaroo for years, imitating his style and his speech, however he is not a native Australian.

Subsequently, he joins the Legion of Losers, with The Gibbon, The Grizzly, and The Spot. In their first battle against Spider-Man, the Legion is torn by differing motivations. Kangaroo and Spot show themselves to be truly criminal-minded, whereas the Gibbon and The Grizzly are revealed as being well-meaning.

Spider-Man decides to give the simians a second chance, but hauls The Spot and The Kangaroo off to the police. Hibbs had a quick feud with Tombstone and came up short, shockingly. He met his end after being captured by Alyosha Kravinoff. Al had been drugging and hunting various "animal" super criminals, and Hibbs was seen floating face down in Kraven's sinking prison ship.
